Editable config

Loads ../data/staff/dashboard-config.json. Save writes fulcrum_muist_dashboard_config only. Never localStorage.clear(). Rejects keys named token, password, secret.

Sandbox testing

Factive loop uses the same gates as factive-loop.js: know / realize / remember / notice / admit / discover, 1% cap, A↔B swap. Optional fetch hits the config JSON — not a live tools Worker.
